Can you explain in details what kind of structure of pages do you have? (I dont need the whole tree, just few branches of the tree. THat will help me understand the structure on the high level)
Which page you are using shortcode on?
What do you expect to see?

“People” (http://www.bigcanoechapel.org/people/) is a parent of the following pages /people/men/, /people/women/, /people/youth/, /people/children/, and /people/big-canoe-chapel-new-member-welcome/
The “People” page should be outputting what is on these pages, but the content does not update when we update the text on these pages.
Page-list does not have any caching in it.
Can you tell me if you are using any caching plugin?
Can you provide some example of text you have on child page which is not shown on the parent page?
And also are you inserting content into content area or some different custom areas?
Yes, we are using caching via our server (WpEngine) and Cloudflare – I have cleared those caches and turned off Cloudflare caching to test. It does nothing.

We are using a custom page template with content sections.
Page-List plugin outputs the content from the main content area.
Unfortunately Page-list plugin does not work with other content areas added via different plugins.
