contributors drafts automatic validation

Hy WP community!

purpose summarised:
I would like to set (as administrator) rules who would block automatically the submition of drafts if all the required fields are not properly complete by the contributors.

issue:
I’m administrator of a (quite big) brand’s corporate blog.
I have to validate a lot of drafts posted by contributors and schedule the time each draft will be posted.

In my company, their are posts requirement that contributors have to follow (format of the titles; insert sub-title/link/media in the body content; complet entirely the SEO pack…)

Unfortunately, the errors made by the contributors are generally always the same(no sub titles in text content; not enought medias; no categories ; no tags…); as well as my correction do.

We created a very clair guidelines that contributors are suppose to use in order to let them know how to properly create a draft.
But this intern communication is not enought, their are still a lot of required setting unfollowed by the contributors

In order to save a precious time, and to avoid becoming a correction machine;
I would like to set (as administrator) rules who would block automatically the submition of drafts if all the required fields are not properly complete by the contributors.

With such rules, contributors would not be able to submit their draft without following the company’s requirements.
