The conversion would be complete once the user clicks the Place Order button on that final review page. It would then send to your checkout complete page like any other order, so as long as you have the conversion tracking setup on your final page you should be good to go.
If you do want to add tracking of some sort to the return URL / review page then you’ll need to add the tracking code to the review page one way or another. That page is just a regular WP page in your system like any other, so plugins to do that would work the same as anything else.
