Converting from html to WP

    I convert a English based PSD to a WP Hebrew theme. I need also to make it RTL. I guise I should have started by mirroring the PSD but I didn’t since I’m a beginner. I now have an html version.
    My question:
    When is the best time to make it an RTL now?
    Is it before or after converting to WordPress?
