To quickly summarize: you want the Cookie Banner to be hidden on initial visit of the site, but the Manage Consent button should still appear so that it can still be used to open the Cookie Banner afterwards?
Please start by ensuring that the Cookie Banner is enabled, and that the Manage Consent button set to “Display everywhere” as well.
And then you could apply the below code snippet as a .php file in the folder /wp-content/mu-plugins/. Which hides the Cookie Banner initially, but leaves the Manage Consent button visible so that you’re able to re-open the banner.

Okay, you can ignore my above post in that case.
As in your case, you can simply navigate to Complianz -> Cookie Banner -> General > “Manage consent display options” and set this option to “Hide everywhere”.

If you have the “Manage consent display options” set to Hide everywhere, and did not indicate that you want to disable the Cookie Banner; this will result in the exact configuration as you are describing it.

In any case: the above settings are sufficient to display a Cookie Banner initially, and to no longer display the smaller Manage Consent button.
