I understand that with my plan for a WP blog, I do not have access to the server and cannot install plugins. How do I make my blog compliant to the cookie law without plugins?

You can use the theme editor in /wp-admin/ to edit header.php and include a cookie compliance script, such as: http://permissionbar.com/

Ok, I went to wp-admin but it is not immediately clear to me how to change the header.php file. Sorry! Could you give me a hint? 🙂

It should be under Appearance > Editor.

There is Themes and Customize, but I cannot find any way to directly change the php files.
