Cookie Opt-In Report/Log?

I’m curious if there is any reporting by IP address of when someone has opted-in, we want to be GDPR compliant, while we are not storing personal information we are tracking them by IP address, I just want to know if there is some way to view a log of this information for people who have and/or haven’t opted-in.
