Cooldown

We keep getting this message on one of our sites: Login Cooldown in effect. You must wait 4 seconds before attempting this action again.
Warning: Repeated login attempts that fail will result in a complete ban of your IP Address.
Everybody that tries to login is getting the message even though they are using the correct password.
If I disable Shield by renaming /wp-sime-firewall in the plugins folder, then we can login. But as soon as I re-enable Shield we get the Cooldown message.What could be causing this and how do we allow users to login with it enabled?
