Could not create directory. Plugin install failed.

Newb here so please bear with me. I am not savvy with code or technical issues so I’m not sure if I’m posting in the correct place.
Using WP 4.8.2 and using Bluehost as my server.
Trying to set up a website (first time) and all was going well until I started trying to install a particular theme. Two plugins are required to install it and I get these errors:
“Downloading install package from https://downloads.wp.xz.cn/plugin/siteorigin-panels.2.5.13.zip…Unpacking the package…

Could not create directory. /home4/austipr2/public_html/wp-content/plugins/siteorigin-panels/
Plugin install failed.”
and
“Downloading install package from https://downloads.wp.xz.cn/plugin/sydney-toolbox.1.01.zip…

Could not create directory. /home4/austipr2/public_html/wp-content/plugins/sydney-toolbox/
Plugin install failed.”
Also, I have no plugins installed and when I try to by just picking one that is available, like JetPack, I get this error:
“Installation failed: Could not create directory.”So apparently I can’t install any plugins because a directory can’t be created. I am at a loss and have Googled everything I can think of for an answer. Everything I’ve found so far has either not been replied to (so is an outstanding issue) or else the jargon is too technical for me or the OS is different or something else.
I am using Chrome on Windows 10 and can give any other information needed upon request.
If there is a better way for me to get help than this forum, please feel free to redirect me.
