Could not grant access – the user may already have permission for this file or billing email is not set. Ensure the billing email is set, and the order has been saved.

This issue appears for providing download option to an existing customer for a zip file.

This issue is not present in 5.2.2 however it is in 5.3 and also in 5.4

I have given the link of the topic which it says is resolved but is still unresolved.
