What server are you using, test-install or your own?

We have our own bbb running on a dedicated linux server. I generated links to create a bbb meetins with recording using http://www.omarshammas.com/bbbapibuddy and indeed we were able to record the meeting on our bbb server using these links.
So I confirm that bbb server that we are using is indeed able to record meetings. However it is unable to record meetings using the bbb plugin.

There is a bug on creating meetings using the shortcode. I fixed it up but I haven’t committed it yet into the wordpress svn repository.
Could you please give a try to the version we have in the development repository on github? You can use the master branch

One more detail, I just realized that the date on recordings is coming up on UTC time. We are going to fix the format for the next iteration.

I just realized another minor bug. When I delete a recording, it shows the recording has been deleted. But when I refresh the page, the recording appears again. Perhaps you can fix this minor bug as well in the next iteration

What can be happening is that the time the recording takes to be deleted on your BBB server is longer that the time you do the refresh. If you wait for, let’s say 1 minute and then you do refresh. Do you still have the problem?
