“Could not switch users.”, infact it doesn’t switch

Just installed in local test development environment.

Logged in as admin, clicking “Switch To” on an author, it leads to a white page with the only message:

http://www.testwp.local/wp-login.php?action=switch_to_user&user_id=607&_wpnonce=1771f944e6

“Could not switch users.”

I hit back in the browser, refresh the page, I’m still logged as the admin.

I disabled the plugin “User Role Editor” hence I suspected it could lead to some conflicts, but the issue remains.
