I understand you’re trying to limit a coupon to one use per user, but it’s being used multiple times by guests who aren’t logged in.

You’re right in observing that the “Usage limit per user” setting in WooCommerce only works when a user is logged in, since it relies on the customer’s account or billing email to track usage. Unfortunately, WooCommerce does not currently restrict coupon use based on IP address, card number, or other guest-specific identifiers out of the box. This means that guests can reuse a coupon multiple times if they’re not logged in, as there’s no persistent identifier to tie them to a previous use.
If your client prefers to keep guest checkout enabled, I’d recommend exploring a more advanced coupon management solution such as the Better Coupon Box for WooCommerce plugin: https://ww.wp.xz.cn/plugins/better-coupon-restrictions/
This type of plugin can offer additional control, such as restricting coupons by IP, cookie, or custom conditions, even for guest users.

Is Better Coupon Box for WooCommerce a plugin that would replace WooCommerce Coupons or is it just an add on to assist with restrictions? Their website doesn’t really explain this.
The reason I’m asking is that we purchased Discount Rules for WooCommerce Pro but it is not compatible with WooCommerce All Products for Subscriptions. So the customer would receive the subscriptions discount plus the new coupon discount and eventually get 25% off set products. Which is obviously not what my client wants.

Better Coupon Box for WooCommerce doesn’t replace the core WooCommerce Coupons system—it acts as an add-on that extends the default functionality by adding more advanced restriction options. However, I understand that their documentation might not clearly outline all the features or limitations.
As for compatibility with WooCommerce All Products for Subscriptions, this plugin is not specifically designed for subscription-based products, so you’ll need to test how it works in that context. Since you’re facing compatibility issues with Discount Rules for WooCommerce Pro, you might encounter similar challenges when using Better Coupon Box with subscription-based products.
