Not sure what the problem is exactly, but just visiting http://domain.com/wp-admin/themes.php?page=dynwid-config&action=edit&id=colabs_bigadwidget-2&returnurl=widgets.php destroys my CPU.

Every other plugin works just fine, but loading that page maxes the CPU out at 99% and makes the entire system unusable.

Do you see the same issue with other widgets? If not, the problem is in the widget itself. Contact the author of the widget in that case. When yes, it might be you have many categories, pages, taxonomies, etc. Especially when those are in an hierarchical it might take a long time to build up the hierarchical tree.
