For example, Google visits a popular news-based website each hour and visits a simple static website once or twice a month since there’s not much activity.

What we are saying is that the frequency with which Google crawls and indexes are not specific. It is not due to the Yoast SEO plugin. We performed a site search and your site comes up in search results. This means it’s indexed.
A website’s popularity, crawlability, and structure all factor into how long it will take Google to index a site. When you publish a new blog post, site page, or website in general, there are many factors that determine how quickly it will be indexed by Google.
