I can understand your concern, To assist you further can you confirm you’ve followed the set up as described in our guide here? Kindly note only a user with an Admin or Shop Manager role can create shipping labels with a payment method added to their respective WordPress.com account or by adding a new payment method as suggested here.
If the issue presist even after following all steps mention in above articles. If you still facing the same issue, could you please go to WooCommerce > System Status > WooCommerce Shipping & Tax and here enable debug and/or logging.
After that, please share with us the necessary information below for us to investigate the issue further:
- System Status Report which you can find via WooCommerce > Status > Get system report > Copy for support.
- Fatal error logs (if any) under WooCommerce > Status > Logs.
