Create Admin User with Limitations

I’d like to create a user with a Role that is very similar to Administrator.

This user is going to handle setting up my template. But I do not want him to have any rights that he doesn’t need to have (such as creating, modifying or deleting other users).

Is this possible? I’ve looked everywhere I can think of.
