Create certificates manually

Hi, my customer doesn’t want that her students receive the certificate when they finish de course. They have to send a final document and have an interview and then she will decide if they have approved or not and then is when she want to “click a button” to say this student have approved and wants the certificate to be created automaticaly, is this possible? Thanks!
