Create Link 404 Error

I’m trying to add this to a site but when I click the link to create the API code (https://www.google.com/recaptcha/admin/create) I’m getting a 404 error. I’ve tried different browsers and can’t seem to get it to work. The API is also missing on a different site that already had this plug-in loaded on it. Help!
