Wondering if create_pages exists anymore? It is absent from https://codex.ww.wp.xz.cn/Roles_and_Capabilities

On that same page, it appears that edit_pages includes permission to create a new page.

Allows access to Administration Panel options:
Pages
Pages > Add New

This is a default WordPress behavior ‘edit_<post_type>’ capability grants both add new and edit permissions.

But WordPress includes functionality which allows to use a different capability for ‘add new’ post action. User Role Editor Pro includes a special option to activate it.
