Creating a custom PHP.ini ?

hello all after chatting with support at dreamhost, i was advised that creating a “custom PHP.ini” would be a solution for me. Im just a bit intimidated, and wanted to hear if anyone else has gad success in doing this without damaging anything. link to instructions / proceedure:
