Creating a Page

Howdy! I also have a small problem, as you can see in this picture, this is the idea I want to do. I want the picture to be on the left, and the contact form to be on the right as it is in the image and to stay there, and when I scroll, only the image with the text below should move. How could I do this please. I looked everywhere and I can’t figure out how to put the contact form on the right and the picture on the left. It won’t let me what I want to do.
