Creating Content Blocks

    Let me just say I love using WordPress. Though I am new I want to dive headfirst into all of it. That being said I am attempting to customize the parament theme with a static front page using multiple content blocks. I have read and read about plugins etc.. etc.. and those leave me wondering where I actually implement the codes suggestions. I came across a site the creates content blocks without plugins on Oxide8 Problem is it creates the blocks on every page, not just the home page. Help me WordPress wizards.
