This may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.
FYI: there are also some Gallery plugins in the plugins directory.

Thanks for your input. I don’t use Twenty* themes. I am using a custom theme from Meks, which I also use on a different site. With that site, there are no conflicts, and I can create a gallery without issue. The plug-runs on both sites are exactly the same. For some unexplained reason, the issue appears with this unlaunched site.
UPDATE: I disabled the Blue Host Plugin, which made the site go ‘live’. I didn’t notice this at first. I created the gallery after disabling, and initially thought it was the plugin that caused my issue. True, yes, but in so doing, it created a new issue – making the site go live. So, if I want to create a gallery before I am ready to turn the site on, I have to make it go live, create the gallery, then shut it down again (along with disabling the plugin…again. Someone needs to fix this issue. We should be able to create galleries without the site being live.
