Critical problem for newest version 2.9.2

Dear all,

I’m trying to solve this problem from 3 weeks ago. But I still can’t
fix the problem so far.

my site upgrade from the old version, The system doesn’t show any
error message when I install to my new pc or even upgrade to 2.9.2

But the content still like this:

¶ç„¶çœ‹åˆ°ä¸€ç¯‡å¦‚何問問題的文ç«

I wrote my blog using WordPress over 3 years, and now, all my posts
going to be trash.

And now even I add new topic, It’s change to be come many many
question marks.

I’m try to change database(mySQL), tables and fields to utf8.
But problem still there.

Does any body have situation like this?
