CSS Confusion in Header

I am trying to make my navigation line-up. It works in everything but Explorer.
This does not surprise me as I have used negative margin numbers – I knew this would haunt me 😉 I have tried lots of stuff but nothing works.

I somehow need #access and or #menu to include my #paypal but I cannot figure out how to do this, if this is even the right step. This is because my nav is using <?php sandbox_globalnav() ?>. Can I adjust this? Or is this really just poor CSS programming on my part?
