CSS Editor in Development Mode

    CSS editor won’t work while in development mode. The activate button is there and appears to work, but the Edit CSS menu item doesn’t show up in Appearance. Reloading Jetpack main page shows the Editor as active (no opacity, and deactivate button).

    WP 3.8, Jetpack 2.7 *** local install using Apache vhost, production URL spoofed by hosts file entry.
