CSS & JS Enqueued on Every Page of Site

The “af-fontawesome” and “af-widget” stylesheets are being enqueued on every page of my site. I looked at the plugin, and for some reason they are being included BEFORE the “executePlugin” check.

Shouldn’t those files be enqueued after the check?
