css not loading

Hi. I’m having a problem with my css rules not loading in any browsers on my Android device. I have also installed User Agent Switcher add-on for Firefox and the css seems to be working there if I switch it to Android but no css is applying on an actual Android device. Any ideas whats wrong? Also, why is there text at the bottom of the page saying “Loading”? I’m developing a custom theme and this is not in my markup..
