css to rotate image while scrolling

Hi there,

I wanted to add a css function that makes an image rotate a few degrees while scrolling a page in either direction, unless this feature can be added to the plugin.

Basically, it should look like a gear wheel rotating while scrolling the page, but not 360 degrees, just partially. This feature is currently found on the elementor plugin.
