I only read what you read and I don’t know any more than is written there. It seems that the problem is not ww.wp.xz.cn but the routing of the packages there. Therefore it is not a general problem but only depends on the internet access from which the request comes. At least that’s how I interpret it.

cURL error 77 stands for SSL certificate verification error,
@vikram6 its nothing related to network availability of ww.wp.xz.cn servers (like in your case)
error 77 can happen with OLD SSL versions , which cannot verify signatures for certificate using other certificates if first one in bundle fails.
You can play around with replacing certificate bundle for your WordPress install with recent one (or upgrade WordPress to recent version)
