Can u set custom capabillity with this plugin ‘for exemple capability to delete/or edit discount rules’, btw discount plugin doesnt have its own capability , it provides privilige based on _manage_woocommerce capability,

Members doesn’t have custom capability tool, but in WordPress you can create custom capability as it is explained here: https://stackoverflow.com/questions/14617732/wordpress-create-custom-capability. However, adding some functionality based on that custom capability requires custom development.
