Forgot to add, if the custom error message can be on a per rule basis.
rule 1 – has this error message
rue 2 – has different error message

Sorry it cant be per rule basis as we cant know which rule leads to removal of all the payment method

can it not be like this:
- if rule a is triggered display a error message. If rule b is triggered display b error message.
- if rule a and b are triggered display both error messages. Error 1 than error 2
- If the rule does not lead to a removal of all payments than it just wont show.

I have it working with a script on when to display the error message as well.
- if this user is logged in it displays this error message
- if this is in the cart than it will display another error message.
