Hi there,
I need add to a custom link for wc-cart-functions.php file.
I was add but doesn’t work. How can I add this link?

Not sure I fully understand, what exactly are you looking to do? Just need to add custom text / a link to the message?

You shouldn’t (ever) edit the files in WooCommerce directly. If you need to change this text: https://github.com/woothemes/woocommerce/blob/e735903c043467df404bd07b3cc641d66dba36cc/includes/wc-cart-functions.php#L109, then you can translate it.

This plugin can help you translate the strings: https://ww.wp.xz.cn/plugins/loco-translate/, or you can write a custom snippet to change the text string like this: http://speakinginbytes.com/2013/10/gettext-filter-wordpress/
