You need to click the checkbox labelled: “Enable Custom Login” to enable this feature.
The checkbox is ticked. I picked a background image, a logo background, the user login words and the button color.

So the custom login is enabled, but it’s not picking up my info. Here is the background URL that I specified: http://www.focusdev4.info/wp-content/themes/fwt/images/company_bg.jpg
It should be able to find that.

I fixed a CSS bug in the latest release 1.7.2. Please update to this version
Then if you use http://www.focusdev4.info/wp-content/uploads/2015/02/studio-classroom-gs.jpg as a background image it will work fine
However there seems to be an issue with the file http://www.focusdev4.info/wp-content/themes/fwt/images/company_bg.jpg – it is okay in the browser but not as a background image for some reason.
There is an error in Chrome Inspect Element when it tries to load the file:
http://www.focusdev4.info/not-found/?404stat=404 Failed to load resource: the server responded with a status of 404 (OK)
It may be you need to check this particular JPG for file corruption.
Basically I could use several files on your site as background images but not that particular one.
Maybe your web server is detecting the background image loading as hotlinking and hence returning the 404 error?
