Custom Menu from Image File

I have created an image that I would like to use as the menu for my WordPress site. I’m wondering how to do this. It’s a png file that’s already in my media library, and I know how to make the image the site header (which looks cool), but it’s not at all functional as a menu (because it’s just an image), hence my issue. Ideas?
