Custom menu is broken.

I haven’t heard enough about your menu to be sure, but here’s a change that may cause the behavior you’re looking for. Edit your wp-config.php file, adding the following line below the other define statements:

define( 'PP_NAV_MENU_SHOW_EMPTY_TERMS', true );
