Yes, I am using the latest version of Custom Sidebars v2.0.9.9.
My WP Theme is the latest version of DevDmBootstrap3 based on Twitter Bootstrap 3.2.0.
WordPress v4.0.
Currently, I can not give the link. I am developing a web page on localhost vith XAMPP. At the beginning of next week it will go online.
How can I send you temporary login credentials? How can I contact you?
Note: This for me is not a problem, it can be even without homepage sidebars. But it would be nice to see that it works.

Update
When I make the settings for the widget to a specific language, eg
First widget za English
Second widget za Italian
And of course, set a location in the widget settings, but the plugin remembers only the last change.
Then, I tried with settings like this:
The widget is displayed for: All languages
And I now have English Widget on the home page but it is the same for both languages.
So, Custom sidebar sees only one home page. Plugin does not see a second language.

Im having somewhat the same issue. I have a problem with polylang and you custom sidebar plugin. Appreciate the plugin tho!
the homepage for my blog has 3 different language front-pages with all the latest posts. After installing you extension and setting up sidebars, everything worked fine but at some point these auto generated pages:
/en/ /es/ /nl/ break my blog roll layout and the original sidebar is displayed beneath the content. The same pages but than with their own page url, dont have this issue.
Is this familiar to you? Hope you can help me, need this fixed tonight :S
