Default positioned layers can increase the height of the slide (thus the height of the whole slider) when they need more vertical space. So, if you set 1200x400px slider size, but you have (at least) one slide, where your content needs 500px height, then your whole slider will have 500px height.
If you want your slider to have 400px height, then make sure the content you added needs less than 400px height. An easy way to see how much space each slide needs is to unpublish them:

then check them one by one. You’ll see the height they need in the ruler at the Slide editor. Since the slides are all unpublished, the height of the other slides won’t affect the currently edited slide.
Then make sure each slide needs less space than your desired slider height.

Thank you, so from my understanding and fiddling around, it would seem that the required space for the content text buttons and such boxes is what would determine the height. Is there no way to just auto resize them once the fixed width and height has been put on in?
I would like to simply be able to set the width and height of a slide and be on my way and not have to bother with each individual slide and its text content. I will however have a look and get back in regards.

Well if the problem is really connected to the length of your texts, then by disabling the Adaptive Sizing option ( that I don’t really suggest ):

on each slide, could make your texts scale up and down according to the width of your slider. But you will realize that the texts will go way too small in mobile and tablet view if you do that. Since by simply scaling down the content according to the width, you can not really achieve good responsive results.
Of course, if you want your text to be larger in a certain device view, you can use the “Text Scale” option – which is a Device Specific setting that you can also find in the Layer Window of the layers, on the Style tab. But since you increase the text scale of the text, that will increase the height of your slider once again if your content doesn’t fit into the size, so if you have longs texts, you can not really avoid making your slider higher than you set.
This is why you should rather work on the height of the content and make it fit in the given slider size.
Note: In your first message I see you mentioned you disabled the “Downscale” option:

If you disable that setting, then please note that, your slider won’t be able to scale down below the slider size that you set on the Size tab. E.g. if you set 1200px width, then your slider will be 1200px wide on mobile screens, too. So in most cases, the Downscale setting should stay enabled.
