customer delete subscriptions

Is it possible for the customer/client to delete subscriptions and/or invoices? For example, if there’s a failed payment (like typing in a credit card wrong), it creates an invoice and a subscription. Shouldn’t it only create this on successful payment only? And are admins the only ones who can cancel subscriptions and payment?
