Customise missing from the toolbar

Hi,

I’ve been setting up my site for a little while now and have been making great use of the customise menu option from the toolbar on my site. I’m not talking about within the dashboard, but on the site itslf.

So I thought ok, I’ll use the customise option within the dashboard and it navigated to the right spot. However once I had made the changes I wanted I saved them and all seemed well. But once the page refreshed the changes hadn’t happened. I deleted the cache, and restarted the computer but nothing. How do I get the customise back on the toolbar and working properly?
