I’ll suggest you 2 options for doing this:
1. Customize/change design of current admin panel. You’ll find some instructions here: http://codex.ww.wp.xz.cn/Creating_Admin_Themes

2. You can create your own form in front end with your custom design and you can ask your users to post from there. You can use wp_insert_post() for this. http://codex.ww.wp.xz.cn/Function_Reference/wp_insert_post

This is not a complete solution, but it’ll help you to start your research to find a proper solution that fits your requirement.
