You can do css changes in style.css file of your child theme
No:
You can instal plugin simple custom css and put you css changes there.

Do you have a access to FTP????
Do you have a backup of your site?
Free version of the Responsive is ok. It should work fine.

No I don’t have a child theme I have this theme : https://ww.wp.xz.cn/themes/responsive/
With the WordPress “free version” I can’t access to the CSS file and I can’t instal plugin I have to pay for that (go to premium package = 85£/year).
So I am very very limited but I used to customize the background with their options.
=> For more than 10 days now it’s locked and I don’t know what can I do.
I can access to these options and modify my background but when I saved and publish the background doesn’t want to change its color. It’s very very strange.
I don’t have a access to FTP.
I did a xml backup.

On what hosting is your website?
Ooh I got it,
you are hosting your blog on http://www.wordpress.com.
This is free as you said but very restricted to any changes.
You should back up your site.
Here is a link for some good explanation.
WordPress.com has its own daily backup so after you follow instruction above, then try to go back in time if is it possible. 10 days or so……..
I have very little experience with http://www.wordpress.com server. They are business like wordpress and for any changes you have to pay.
When you have your backup in place.
You can try to reinstall wordpress.
BUT be very careful. You have to know what you are doing. If not you can loose your content!!!!!!!!
It is your blog important?
If Yes
I would suggest to go to some hosting server and have a chance to install WordPress from them.
http://www.wordpress.com is not wise choice.

Yes the blog is important. It is for an organization which aims to ensure disabled peoples’ voices are heard when services are planned and changed in Brighton and Hove (United Kingdom). I am a volunteer within this organization and I’m trying to manage the website …
I think that we are going to keep the same background color unfortunately because I’m not very good and I don’t want to lost any content !
I will try again in one month maybe the system will be unlocked.
It’s shame that I can’t talk with someone who works for WordPress 🙁
