When I change the colors (or the complete color palette) and save – there’s no effect on the site.

Actually the hover color hasn’t changed.

Hi,

The hover colors are the theme’s accent color, You can change accent colors from Admin Area -> Appearance -> Customize -> Colors -> Accent Color
