It sounds like there might be a conflict occurring here. Can you try using a default WordPress theme and only The Events Calendar and see if the Customize section appears?
If so, I’d recommend enabling one plugin at a time until it stops working. This will help you to isolate the issue.

This is a live website, I’m unsure what will happen by changing the theme. I have tracked down the plugin that is causing the problem, it’s the events calendar! As soon as I disable it, it all starts working again. No other solutions less extreme?

We would recommend to perform troubleshooting like this on a staging server, so as to not interrupt the experience for visitors on your live site. If your host does not offer a staging site, you can use a plugin like the following to create one: https://ww.wp.xz.cn/plugins/wp-staging/
We cannot reproduce this on our end, and so far haven’t seen other reports of this issue.
To isolate the cause, take the following steps:
1) Switch to the Twenty Twenty theme.
2) Disable ALL other plugins, besides the Events Calendar.
3) Make sure the Events Calendar is updated to the latest version.
4) Make sure you are logged in as an administrator.
5) Verify that you are able to access the Customizer. If so, then re-enable all plugins and your theme one at a time until the issue returns. If not, please try uninstalling the Events Calendar and reinstalling from scratch.
