Have you already tried to check the option “Force use of template for all mails” in the Settings pane?
Please also read carefully the note under that option and let me know.

Did you manage to solve your issue? Since you posted a new message about WordFence and the plain text message wrapped in one single paragraph (this problem has just been solved in version 2.2.11), I was wondering if you managed to solve your issue with custom notification messages.

No, it still is not sending the custom message for the new registrations. Not sure why. Like it mentioned I thought something was blocking it so I deactivated it and its still doing the same thing just sends user name and password, not the custom message
