I may be able to help you with this problem, as I have encountered it myself.
Jump to the donation form you have set up and see the individual settings. The global settings may be turned off and the default Offline Donation content defined for that form may be turned on.
Donations>All forms>Edit>Offline Donations

Glad you reached out. You have access to those settings, they are part of the GiveWP core plugin, they aren’t restricted in any way.
You mentioned that Offline Donation Instructions and Email Access have locks on them. Are they green locks, like in my screenshot here: https://imgur.com/dxSh7ua
If you are, you are able to edit those settings. You just need to click the gear over on the right-hand side.
If you see a gray lock instead, you’ll want to navigate to Donations > Settings > Payment Gateways and make sure you have Offline Donations enabled. That is what gives those settings the “green light” to be available for editing.
To enable email access for donors to have access to their donation histories, you would navigate to Donations > Settings > General > Access Control and enable this setting: https://imgur.com/DSYBp7S
