Yes the sections are empty. What is the remedy for this? I have never experienced this before and it is preventing me from moving forward with my website design.

Unfortunately this is a bug with WordPress 4.3. You’ll see the full ticket here: https://github.com/thethemefoundry/make/issues/280
You still have access to all of Make’s customizer features (under Layout now), but it displays an empty Header and Footer section (which are throwbacks from older versions of Make and we have left in for backwards compatibility reasons). So you’re not missing anything, is what I’m saying.
