Customizing capabilities for users

I’m posting this here to inquire if this might be a proper plugin for my clients site. I’ll start with a brief description of what I’m hoping to accomplish.
Essentially, I have a site which has multiple page restrictions/user roles being managed by s2member. I’m hoping to expand on the user-roles/accesslevels as well as their capabilities.

What I’m hoping to do is allow a certain user-role/accesslevel the ability to assign a user-role to “unverified” members.
Beyond that, if this can be limited to only members which are present in their “group” (managed by BuddyPress) that would be great too, though I have other options if this is not a functionality which is available with this plugin.
