Dashboard broken

Hello there =)
I’m having an issue since quite some weeks now. Problem is my dashboard is broken. Here’s a screenshot:

What I’ve did so far was completely erase all the WP files on host and re uploaded them. Nothing changed. Same thing for file permissions, they all seem to be just fine.

I sincerely don’t know what could be wrong; can this issue be related to my webhosting service?.
